Introduction of the revised Finance Manual Policy Framework. This is to reflect the changes since the last published version (2013).

This Policy Framework sets out the rules and guidance for staff in Her Majesty’s Prison & Probation Service (HMPPS) to follow in relation to all financial activities. It:
- applies the guidance contained within HM Treasury’s (HMT) Managing Public Money and reminds staff of the need for propriety and regularity in the control of all government expenditure and income
- is in accordance with current MOJ Policy, directions from HM Treasury, and International Financial Reporting Standards (IFRS)
- applies to all staff within HMPPS and also those who work in support of HMPPS
- sets out the main principles and procedures for dealing with financial resources
In addition:
- not every chapter or paragraph of a chapter within the Manual will be fully applicable to all HMPPS Cost Centres
- it is divided into chapters covering the main finance systems that operate within HMPPS. Reference is made to various Forms, Procedures & Job Aids that provide further guidance and should be read in conjunction with this manual
- it, lays out the expectations of HMPPS and its public servants to meet the ethical standards laid out in HMT’s Managing Public Money document. All staff should refer to this finance manual and undertake all financial activities transparently
