HMPPS Welsh Language Scheme 2020 to 2023

Her Majesty’s Prison and Probation Service’s Welsh Language Scheme sets out how, in the conduct of public business and the administration of justice in Wales, it will treat the Welsh and English languages on a basis of equality.

Details

The aim of the scheme is to ensure Her Majesty’s Prison and Probation Service (HMPPS) continues to comply with the Welsh Language Act 1993 by enabling everyone who receives a service from HMPPS in Wales, or who communicates with us, to do so through the medium of Welsh or English, according to their personal choice.

It also details how we will promote the use of the Welsh language in Wales as required by the act but also in England.

In December 2018, the Welsh Language Commissioner published the report ‘The Welsh Language in Prisons’ with 17 recommendations. Those recommendations are addressed in this scheme and also in HMPPS’ response to the Welsh Language Commissioner.

The revised corporate scheme has been adopted by HMPPS following approval by the Welsh Language Commissioner on 10 September 2020.

This Welsh Language Scheme replaces:

  • National Offender Management Service (NOMS) Scheme 2013, approved by the Commissioner on 23 May 2013
  • The Wales Probation Trust Scheme, approved by the Commissioner on 12 July 2011

Our 2020 to 2023 Annual Monitoring Report sets out how HMPPS has complied with the provisions of its Welsh Language Scheme including the following key achievements relating to policy development, recruitment and delivery of services to the public:

  • The Welsh language speaking capability of HMPPS staff on the SOP internal staff data collection system is being recorded
  • Welsh language communities are established in each prison in Wales
  • A Welsh Language Board has been established to oversee delivery of Welsh language services in Wales
