This order was made under the market investigations provisions of the Enterprise Act 2002. It requires incumbent local bus operators to provide rival operators with access, on fair, reasonable and non-discriminatory terms, to their bus stations.

It also requires local bus operators to publish the conditions of use. These contain information about charges and the allocations of stand and layover capacity.
