At Spring Statement 2018, the government announced a call for evidence on the use of rebated gas oil (often called red diesel) by non-road mobile machinery to improve its understanding of what is preventing users from switching to cleaner technologies.

To compliment this call for evidence, HMRC commissioned research to gather insight into businesses’ non-agricultural use of red diesel for non-road mobile machinery in several key industries.

This research comprised of 500 quantitative phone surveys with UK businesses using non-road mobile machinery. Further insight was provided through 20 qualitative interviews with manufacturers of non-road mobile machinery and diesel engines, and those that lease and/or hire out these machines to businesses.

The core objectives of the research were to:

  • understand the use of red diesel in non-road mobile machinery
  • understand red diesel users’ awareness of cleaner technologies
  • understand what could be done to accelerate the uptake of cleaner air technologies/engines amongst red diesel users
