Details

This section of case histories provides guidance to departments on the use of counterfactuals in impact assessments. It provides advice on standard, ‘do nothing’ counterfactuals and describes when it might be appropriate to use alternative counterfactuals. The section includes examples of cases the RPC has seen for scrutiny and advice, in areas such as transport.
