This document describes how a monitor and watchdog will assess the operation of the strategic road network under the government’s roads reform programme.

Monitoring and watchdog functions are being created within existing transport bodies and will provide published advice to the Secretary of State for Transport.The Office of Rail Regulation will monitor the performance and efficiency of the new strategic highways company and be granted regulatory powers over the network. Passenger Focus will assume responsibility for representing the views of strategic road users. This will create an unprecedented level of transparency on the performance of the strategic road network and its operator.
