The Trusted Partner Pilot was developed as a result of concerns from social landlords in the initial stages of Universal Credit development and a desire to be fully involved in making improvements.

We selected 33 social landlords to be involved between September 2015 and February 2017. The key elements of the pilot were that Trusted Partners had a more streamlined access to Alternative Payment Arrangements but were required to demonstrate support provided to the tenant to move towards financial independence.

The findings from this report will be used to improve the delivery and design of Universal Credit, including:

  • informing the ongoing design of Universal Credit processes and policy
  • providing insight into improving the service for claimants, employers and other stakeholders
  • understanding performance, allowing for improvements in policy and service development and leading to business transformation
  • understanding awareness of the service, both from claimants and employers
