This document (revised October 2013) aims to clarify what is expected of Category 1 and 2 responders in England and Wales in relation to:
- the duties within the Civil Contingencies Act 2004 (CCA)1
- the associated Contingency Planning Regulations 2005 (Regulations) and guidance
- the National Resilience Capabilities Programme
- emergency response and recovery
We hope this document will provide responders with the additional clarity and guidance that they and other stakeholders (including lead government departments and regulators) have been asking for, and will identify what responders can expect of their Local Resilience Area partners.
This document also aims to encourage and support responders in continuing to develop their capabilities in civil contingencies and emergency preparedness and touches on some elements of response and recovery, where relevant, by highlighting indicators of good practice. The examples are by no means exhaustive and we would be interested to hear from you if you feel that you have further examples of good practice to contribute.
