Details

This framework sets out overarching plans for how roads reform will be evaluated. These plans have been agreed by the Department for Transport, the Highways Agency, the Office of Rail Regulation and Passenger Focus.

The framework identifies 4 broad themes of roads reform that will be evaluated. These are the:

  • Road investment strategy
  • governance and organisational development of Highways England
  • effectiveness of the monitor and watchdog
  • long-term impacts of roads reform
