Details

A watchdog and monitor for the strategic road network are roles created as part of the government’s roads reform programme.

A rebranded Passenger Focus, Transport Focus, will be responsible for this watchdog function. It will act as a champion for strategic road users, representing their views. This memorandum of understanding gives more detail on these responsibilities. It also explains how government, Transport Focus and Highways England will interact.

Working together, the watchdog and monitor will bring transparency to the performance of the network operator. They will also provide published advice to the Secretary of State for Transport.
